system doesn't detect USB mouse at startup

Bug Description

Ubuntu 8.10 doesn't detect USB mouse at startup when other USB devices are connected (modem Sagem Fast 800, printer HP LaserJet 1020). One need to disconnect and connect mouse every time he restarts the system (afrer taking out the plug and connecting again, mouse works). This problem was present in Ubuntu 7.10 and was not present in 8.04. Now it returned. It seems thet there is a conflict between the mouse and other devices connected to the USB ports.
