display notification when enabling/disabling touchpad with hotkey

Bug Description
While a laptop allows to enable and disable the touchpad with a built-in hotkey (Fn+F9), the touchpad state is not displayed anywhere. A user might be confused if the touchpad unexpectedly doesn't work, for example because he has accidentally pressed the disabling hotkey. It would be nice if a short notification would be displayed on screen when the touchpad is enabled or disabled through the hotkey.
In addition, it might be useful if the state would also be visible somewhere, for example through a checkbox in System -> Settings -> Mouse -> Touchpad.

That's a wishlist not for notify-osd itself, but rather a against gnome-settings- deamon.
