[feature-request] Accessibility settings and system-sound settings should communicate

Bug Description

After disabling system sounds (System -> Preferences -> Sounds), I noticed that the startup sound was continuing to play when I booted up Ubuntu (8.04 2.6.24-19). I looked around and found someone else with the same problem (http://ubuntuforums.org/showthread.php?t=754846). It turns out that the startup sound is enabled under the accessibility settings.

It would be great if either:

1. No sounds were enabled by default under accessibility settings (I didn't ask for them), or
2. The user is informed if sounds are enabled in one and disabled in the other, and asked what to do about it.
