I prepared a package of a recent snapshot, using xulrunner-1.9.1 and mozilla-devscripts.

debs for hardy and intrepid are in my PPA.

This is not usable in Debian as it depends on two Ubuntu specific packages:
 - xulrunner-1.9.1 (planed for Jaunty)
 - mozilla-devscripts (in since Hardy)

mozilla-devscripts is required to use the "build-system" that we ship in our xulrunner since 1.9.0.* in Intrepid.
This makes that kind of packages easier to achieve. That's what I called xulapp packaging in the Ubuntu Wiki.

Can we know what the state of this package is right now ? I believe needed dependencies are in trees now...

Instantbird was in Ubuntu, but it was removed. With the mozilla rapid release cycle, Ubuntu has removed as many non-essential apps and plugins that use xulrunner as possible.
