License: Sounds like the author's code is some sort of open source.
Minerva can also use HeyU, which has it's own a sort of open source license.
http://www.heyu.org/heyu_license.html
an extract of HeyU's lkicense;
"This software is licensed free of charge for non-commercial distribution |
 | and for personal and internal business use only. Inclusion of this |
 | software or any part thereof in a commercial product is prohibited |
 | without the prior written permission of the author. You may copy, use, |
 | and distribute this software subject to the following restrictions: |
 | |
 | 1) You may not charge money for it. |
 | 2) You may not remove or alter this license, copyright notice, or the |
 | included disclaimers. |
 | 3) You may not claim you wrote it. |
 | 4) If you make improvements (or other changes), you are requested |
 | to send them to the Heyu maintainer so there's a focal point for |
 | distributing improved versions.

Notes:
1) The license for HeyU may not be suitable for Ubuntu.
But this project is in a field of use for which there does not seem to be much software.
It might be possible for Ubuntu to negotiate a change of mind by HeyU so that it will adopt a FOSS approach - especially given the large potential audience that Ubuntu has to offer.

2) The license for Minerva sounds like it will be some form of Open source , because the website says that the author is actively involved in the open source community. He can be contacted at - minervahome@gmail

3) This project may be worth keeping an eye on, even if it gets rejected.
The HeyU portions with license issues could possibly be a project for others to develop a FOSS replacement.

After downloading Minerva and reading through some of the files it looks like the whole package is licensed under the GPL and i don't seem to see a reference to the HeyU in the latest version at least.
