ltsp-build-client fails to complete setup

Running: Ubuntu 8.04 upgraded from 7.10

ltsp-build-client fails with the error message:
error: LTSP client installation ended abnormally

The image does not get built, the tftp download files do not get created.

I had this operational Gusty ltsp server running for several months and still have a second one working in another area. After performing an upgrade to Hardy, I decided to update the ltsp installation and it now isn't functional.
