es.archive.ubuntu.com in cica.es not responding. Unable to install

The mirror for ubuntu in spain (es.archive.ubuntu.com) is ubuntu.cica.es, IP 150.214.5.135. Unfortunately this server doesn't respond, or takes a long time to respond which makes the installation of anything a nightmare. It can take as long as a few minutes (3-5) to respond... can I set up a smaller timeout? Get another mirror?

I'm very sorry, and ashamed that this country, that takes come much from the open source community, gives so little in return... can we get our mirrors in France? or Portugal?

However, it seems that the Ubuntu project can not support or fix your particular bug. So we are closing it.

You may report this bug to the hosting company, but it's probably caused by the release of Hardy. You may also try another mirror. You'll find a list of mirrors at http://www.ubuntu.com/getubuntu/mirror.
