Keyboard settings revert following restart

Bug Description

Preamble: am not sure which package the bug should be reported against. This is using an up-to-date Hardy Heron Beta, clean install.

Under certain circumstances keyboard layout settings will be reverted following a restart. To reproduce:

1. edit /etc/X11/xorg.conf (in my case I had to manually set the screen resolution);
2. using gnome-keyboard-properties set the keyboard layout to anything other than US, and test, this will work;
3. restart the computer and the keyboard will revert to US layout again;

I believe this is due to the edited xorg.conf, gnome-keyboard-properties should warn (or do something graceful) if it is unable to edit the required config files.

I confirm this bug under Hardy Heron beta, upgraded from Edgy and with Swedish keyboard layout.
