KDE4 country selector doesn't offer a list countrys to select from

Bug Description
My system: Kubuntu Hardy 8.04 with KDE3 3.5.9 and KDE4 4.0.3
Problem: KDE4 systemsettings -> Country/Region and language -> There is language: german, and Country/Region: default
If I click change for Country, the "Country selector - System settings" window pops up and offers me on the left side only "default", nothing else. On the right side there is no item. I can't choose Germany or another country, because there is none to select.
conclusion: Numbers, money, date and so on are from US, not from Germany. No way to change that.
remark 1: same behavior for other users on this computer under KDE4
remark 2: There is no problem to choose Germany or other country as country/region under KDE3 system settings.
remark 3: The German language packs for KDE4 are installed
