Network is not working at start

Bug Description

After loading or restarting there is no cable network even to router. I need to wait several minutes after computer loads then plug network cable off / plug cable on, then network arrives immediately.

I have also noticed this but not so severe - by the time all my webpages have loaded and said no network, a refresh usually loads the content. I am on wifi to the router.
