Bug Description

A mass rebuild of all source packages, in all suites, for release in Ubuntu 26.04.

The aim is to enable the following features, among others, in as many packages as possible.

frame pointers
ELF package metadata
amd64v3 architecture variant
RVA23 baseline for riscv64
IEEE long double for ppc64el
Z15 baseline for s390x
