Bug Description

The Unified Memory Framework (UMF) is a library for constructing allocators and memory pools. It also contains broadly useful abstractions and utilities for memory management. This is a build-time dependency for the intel-dpcpp package: https://bugs.launchpad.net/ubuntu/+bug/2130186

I did another review, squashed the changes to an "initial package upload" and an Xubuntu1 version, build a src package, ran lintian on it, build the bin packages, and ran again lintial on them and finally uploaded - it's now in the new queue.
