Keyboard shortcuts emit keys instead of actions when using other languages on wayland

Bug Description

I am not sure if this is a bug in gnome-shell, mutter or something else.

I have one third-party extension "Just Perfection", but disabling it does not help.

I currently run
Ubuntu 24.04.2
gnome-shell 46.0-0ubuntu6~24.04.8
mutter 46.2-1ubuntu0.24.04.7

I observed this first time as soon as I installed ubuntu 24.04 around November 2024.
I previously ran latest Ubuntu 22.04 and there was no such issue there.

On Gnome Wayland pressing keyboard shortcut with a letter configured in Settings while focused on a text field emits a letter instead of activating action when using other language keyboard layouts.

Basically say I want to press the default shortcut for opening quick settings menu 'Super+s'. When I switch to a different language (I checked Ukrainian and Russian) the shortcut still works, but the moment you are focused on any text field (in Settings, browser or terminal) pressing 'Super+s' inputs Cyrillic "і" instead of bringing up the menu.

For context, I tried other modifiers and combining them. By themselves other modifiers work as expected and combining them with Super also yields the expected shortcut action, except for "Shift+Super" combination.
