The Samsung SCX 4200 requires a closed source printer driver from Samsung.
Please check ubuntuforums.org for tutorials on how to install this closed source driver from Samsung.

Automatic installation of your printers' driver in Ubuntu will only be possible if Samsung provides a distribution independent driver package for your printer and when this specification has been fully implemented: https://wiki.ubuntu.com/PrinterDriverAutoDownload.

Ubuntu 7.10 is EOL.
Can you check if this bug is still an issue in latest version of Ubuntu - 9.10?

I just tested this and everything looks fine. I was able to print test page.

1) I plug printer (SCX-4200) into USB and Karmic 9.10 did find printer for me. No setting at all.
2) I went to CUPS web interface (localhost:631) and test print page.
