Resizing windows cause window resize overlay to appear (orange glow) on other random window in location not related to the resize

Bug Description
I recently updated from Ubuntu 22 to 24 lts. I am having lots of weird desktop issues centered around windows randomly resizing or overlays not going away.
The orange overlay used for resizing won't go away many times and they are randomly in the wrong location. An example of this is shown in a old bug report on stack overflow https:/
Window randomly resize when I am using my mouse to click around. I have noticed this primarily with Firefox, Terminal and VSCODE. I don't use too many other applications so I can't say whether it's global issue or primarily related to these tools.
