It appears the upgrade did not complete because you have package versions from 23.10 and the system still reports itself as 22.04. Please also note that 23.10 reaches end of life this month! So we recommend reinstalling either 22.04 or 24.04.

As for the lag you are experiencing right now, I don't yet have enough information to be able to tell what the cause of that is. Please run:

  journalctl -b0 > journal.txt
  journalctl -b-1 > prevjournal.txt
  lspci -k > lspci.txt
  dpkg -l > packages.txt
  ps -e -o pid,pcpu,comm --sort -pcpu | head -20 > tops.txt

and attach the resulting text files here.
