Screen tearing by default on Intel Xe graphics

Bug Description
When using Ubuntu 23.10, by default, there is screen tearing on Intel Iris Xe graphics when watching a video or movie or playing a game. For me, the workaround has been to add options "i915.enable_psr=0 i915.enable_fbc=0" into the kernel command line, which disables Panel self refresh and Framebuffer compression in the kernel i915 video driver.
After applying the workaround no screen tearing can be observed. The issue is experienced in both X.Org and Wayland sessions.
