Laptop Does Not Power Off After Installing Daily Build Of 23.10

Bug Description

I was testing the development build of 23.10, daily build from September 19, 2023.

Everything runs smoothly from installation to usage until it comes time to shut down the laptop. Whether from the icon in the tray or the command line, the process starts but the laptop does not power off.

After 3-5 minutes I need to manually power off.

I have tried the following without success:

1. switching from Wayland to Xorg, behavior remains the same

2. added the following parameters to the bootloader at /etc/default/grub
acpi=noirq
acpi=force
apm=power_off

None of these helped resolve the issue

3. tried systemctl start poweroff.target as well as sudo poweroff and shutdown -h but also no difference

4. journalctl -b -1 -xe gives the following output:

The laptop is an HP Pavilion G6 with legacy BIOS and 4GB RAM with integrated Intel graphics

Edit: I installed 22.04.3 in a separate partition. Shutdown was normal and the laptop powered off as expected.

2nd edit: installed 23.04 using the legacy installer (newer one crashed 3 times). After successful install the laptop powers down normally.

My conclusion: there is something going on with 23.10 that is preventing normal shutdown.

I filed Bug: https://bugs.launchpad.net/ubuntu/+source/linux-signed-hwe-6.2/+bug/2032136
...which is similar, only in that it causes that laptop to go into a 'BIOS Boot Menu Loop', but different enough, in that it does not matter what newer kernel is installed since it started happening, and that one is with release 22.04.3.

So that seems to be unrelated to this one, which seems to be specific to Dev release 22.10. Subscribed to this Bug to see what happens, and to see if what works "here", also works for that one.

As suggested by Mike Ferreira (mafoelffen):

If you logout of the GUI, and Select <Cntrl><Alt><F4> to get to VTTY4,... Log in to the console and do
sudo systemctl poweroff

This attempt was also unsuccessful for powering off the laptop and needed manual powering down.

Does the attached log file offer any clues?

I ran apt update and upgrade today but no improvement.

similar case with mantic and noble: system will take a lot of time to shutdown (finally it will), this wasn't observed in pre-mantic releases

I am getting users from the Forum reporting they are also having this problem in Mantic... Both installed from the released installer, and from installs that were upgraded from previous releases.

I have asked them to come here to join as affected, but I don't see them all here yet. By my count, there are at least 5 users affected now.

I am using desktop, Ubuntu 23.10 with UEFI boot, often freeze at BIOS logo when shutdown. Shutdown is always slow.
Seems UEFI related? I used Ubuntu based distribution without UEFI before and had no problem
