Bug Description

I have an (older) Acer Nitro 5 AN515-43 notebook. A had a similar but much lower intensity issue on 22.04: high fan speed, overheating or normal temp but even higher fan speed.
So after upgrading to 23.10 the problem became worse and I couldn't find any reason. Minimal CPU usage, no IOs, network disabled, ACPI working etc.
This notebook has an AMD based CPU-chipset-idk-etc and a dedicated Geforce Gtx 1650. So after I found an answer with negative votes on Stackexchange "Just install the nvidia driver" I had done it and it fixed my problem.
My laptop is 100% cool. No heat, no high fan speed. Man, I have been suffering from this for years. I always checked dmesg, ACPI messages, etc. and everything seemed to be normal and working OK.
I convinced myself this is the normal way things work.

I don't have a clue which package is this related to but I am sure many more users are suffering from this. Please fix it somehow.

If I start nvidia-settings it tells me: ERROR: NVIDIA driver is not loaded. So I don't know. Maybe the installer blacklisted an other driver?
