Bug Description
Hi,
As discussed with Lena on the sync call, Data Platform team need a new package for pgbouncer exporter and create Jammy-based PPA to deviled Observability/COS integration for PostgreSQL charms.
NOTE: Debian/Ubuntu has wrong exporter already: https:/
Data platform team is requesting the following modern exporter (from Prometheus official community):

The requested version is 0.6.0+
The new package is up to Ubuntu Team.
