Webcam shows a black screen

Bug Description
My laptop, a Dell XPS 9320 running Ubuntu 23.04 Lunar Lobster got an integrated webcam that is not working (Intel MIPI Camera, Multimedia controller: Intel Corporation Device 465d (rev 02)).
This webcam shows just a black screen (yes, laptop is opened) and the software says it cannot open the camera.
For example cheese prints in terminal:
Internal data stream error.: ../libs/
streaming stopped, reason not-negotiated (-4)
Please tell me if I can provide more information.
In the LTS the webcam is working correctly.
EDIT: I had the same issue with my external microsoft webcam that worked for 10 minutes that became black.
