A custom keyboard layout shows up in Settings/Keyboard but is not available from keyboard selector on the desktop

Bug Description
I have 3 keyboard layouts in the settings/keyboard.
first is mp (custom Mongolian language keyboard that worked fine in 22.10)
second is English(US)
Third is Mongolian.
On the desktop keyboard layout selector there are only two options.
The mp keyboard layout is not available.
It was available under 22.10 and has disappeared under 23.04.
