Ubuntu 23.04 arm64 cannot create Ubuntu user

Bug Description
Running Ubuntu 23.04 arm64 desktop daily image build (18.03.2023) on Parallels Desktop 18 on Apple Silicon M2 Pro (10 core), after booting the ISO file, I see first few lines stating:
Failed to create Ubuntu user, also failed to set password on Ubuntu user (it does not exist). It only gives login splash screen to insert user and password. (Please refer to the photo)
Root user is disables afaik, and apparently default Ubuntu user cannot be created. Probably due to bug in the script or something.
I cannot export logs as the system is not installed, it's literally running in RAM
Two questions:
1. Did anyone encountered such error?
2. How to login to this system? (What user can be used)
3. Is there a way to install 23.04 Ubuntu on Parallels desktop running M2 silicon chip?

macOS Ventura 13.3.1 (Apple Macbook Pro M1)
Parallels Version 18.2.0 (53488)
During boot from ISO the first log lines read:
passwd: user 'ubuntu' does not exist
install: invalid user 'ubuntu'
install: invalid user 'ubuntu'
sudo: unknown user ubuntu
sudo: error initializing audit plugin sudoers_audit
In the end one gets the ubuntu logonscreen to enter username (and password)
