Snap cannot communicate with server and connection refused from china ec2 instance

Bug Description

I launched ec2 instance in china cn-north-1 and I can run `snap list` since it shows error below

error: cannot list snaps: cannot communicate with server: Get http://localhost/v2/snaps: dial unix /run/snapd.socket: connect: connection refused

I've also seen this error pop up in a few other places, starting around January 26th/27th.

I see one instance of it (a Jenkins server for CPC) correctly running today. It may be related to a snapstore issue, as i don't see any changes to snapd on the system.
