Unbootable: kinetic kudo preinstalled sever images for ARM64/Pi

Bug Description

I have downloaded the daily (current) preinstalled server images for Kinetic-kudu Ubuntu Server (22.10) from http://ftp.jaist.jp/pub/Linux/ubuntu-cdimage/ubuntu-server/daily-preinstalled/pending/kinetic-preinstalled-server-arm64+raspi.img.xz

However when writing this to a SD or USB stick and booting the PI4 from it, the system will hang on the 'Rainbow' screen. This happens to all the PI4s I have tried.

Rpi4, 8GiB, Firmware/bootloader version: 2-9-2022

Expected to happen: boot into installed server image for 22.10

What happened instead: system hangs on Rainbow screen.
