Cannot input Korean characters with the default Korean keyboard layout in Ubuntu 22.04

Bug Description
There is a default "Korean" keyboard layout that can be added via Settings>
However, with this keyboard layout, Korean letters cannot be inputted. Only English letters can be inputted with this keyboard layout.
This problem is not resolved even after installing Korean language pack via Settings>Region & Language > Manage installed languages > Korean (check).
This problem is not resolved even after a reboot after installation of the Korean language pack.
Although "Korean (Hangul)" keyboard layout can be added after the installation of Korean language pack and a reboot, it does not change the fact that the "Korean" keyboard layout is unusable to input Korean letters after all.
