QLE290 Direct Connect fails to discover luns after reboot on Ubuntu 20.04 kernel 5.4.0-80 and above

Bug Description

We have an Ubuntu 20.04 environment with direct attach QLE2690 FC cards that are able to get luns mapped and discovered while the host is up, but upon reboot, fail to properly discover these same luns until they are unmapped and remapped again.

This behavior does not exist in linux-image-5.4.0-77-generic but appears to have been added in linux-image-5.4.0-80-generic and appears to occur on any kernel since, up to and including linux-image-5.4.0-125-generic.

I've attached boot logs using linux-image-5.4.0-125-generic, which fails to discover luns down the direct attached QLE2690 properly, as well as logs from a linux-image-5.4.0-74-generic boot which successfully discovers in the exact same environment. It's worth saying, as mentioned in the description that this continues to work with linux-image-5.4.0-77-generic, and begins failing with linux-image-5.4.0-80-generic
