Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Libera.chat.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/1976472/+editstatus and add the package name in the text box next to the word Package.

Thank you for reporting this problem to Ubuntu. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner.

Comment #2 translates as:
It affects Snapd. I have no idea what the package for Snapd is called! So I can't name the package!

The package for snapd is snapd but I'm not reassigning the package there just yet. The message that you've been seeing is telling you that a snap package needs updating but that the application is currently running. The snap daemon can't update running applications. Whenever you see this message you need to close all snap applications and run 'sudo snap refresh' in a terminal.

How to improve the notification of snap updates is being discussed at https://forum.snapcraft.io/t/wip-refresh-app-awareness/10736

I'm changing the status to 'Incomplete' as I don't believe that a bug has been found.
