'MSI GS66 11UH' 2K display locked at 60Hz while it supports 240Hz

Bug Description

I have a MSI laptop "GS66 Stealth 11UH-094PL" which features "15.6 QHD (2560x1440), 240Hz DCI-P3 100% typical, IPS-Level" display.

When I boot into Ubuntu (regular), it takes a VERY long time to boot, but it finally boots. Linux detects 2K resolution and detects 240Hz refresh rate, but when I select 240Hz refresh rate - it's still working in 60Hz but showing 240Hz as selected/enabled refresh rate.

Please let me know what information is needed. For this reason I am on Windows, but I can live boot Ubuntu to collect required logs/dumps/data.

Forgot to mention - I am able to boot into Ubuntu safe graphics. Boots properly (in terms of speed) and display works correctly in 240Hz. The issue is seem to be only in regular Ubuntu mode and in Arch Linux (as it does not boot into graphics with `nomodeset` kernel argument).
