customisation steps do not work for 20.04

Bug Description

Hi,

The guide at https://help.ubuntu.com/community/LiveCDCustomization no longer works to create a custom ISO for Ubuntu desktop on Focal.

The output of the guide on 20.04 has varying results, for example some VMs are able to boot, others are not.

These steps are known working for 18.04.

The long term solution for this is probably to get the desktop images built with ubuntu-image so that the hooks feature of u-i can be used for customization.

We need a solution which can be used freely by customers without Canonical's intervention.
