Bug Description

In brief, I upgraded Kubuntu 18.04 to 20.04 Beta.

STEPS TO REPRODUCE
1. Connecting to as yet "random"(?) websites (duckduckgo, startpage, and OMGUbuntu for example) can result in extenuated wait times for page loading.
2. Attempting to updatwapt leads to failures to fetch.
3. Connecting to Speedtest.net resulted in 300 mbps upload and download whereas onnecting to https://www.speakeasy.net/speedtest/ resulted in a Connection Has Timed Out Error.

WORKAROUND:

This may have to do with a Kernel Regression or is at least Kernel related? (This is getting quickly above my pay grade.) I used Grub Customizer to boot with kernel 4.18.5-041805-generic and network connectivity/throughput is now functioning as it should.

Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Freenode.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/1871408/+editstatus and add the package name in the text box next to the word Package.

Ubuntu Kernel Bot (ubuntu-kernel-bot) wrote : Missing required logs.

This bug is missing log files that will aid in diagnosing the problem. While running an Ubuntu kernel (not a mainline or third-party kernel) please enter the following command in a terminal window:

apport-collect 1871408

and then change the status of the bug to 'Confirmed'.

If, due to the nature of the issue you have encountered, you are unable to run this command, please add a comment stating that fact and change the bug status to 'Confirmed'.

This change has been made by an automated script, maintained by the Ubuntu Kernel Team.

Because the bug doesn't produce any error messages or a "crash" (segmentation violation, bus error, floating point exception, etc.)" apport wouldn't seem to be useful in this case? I'm going to mark the bug as 'Confirmed', according to your instructions, but by all means change if I'm incorrect.

Done. Please, if possible, please apply this information to the two other reported bugs:

https://bugs.launchpad.net/bugs/1871411
https://bugs.launchpad.net/bugs/1871415

Of note: The throughput bug (WIFI) continued unabated soon as I went back to Kernel 5.4. I was back to "dail up" speeds in some cases.

Patrick, firstly you don't need the backport-iwlwifi-dkms for -generic kernels newer than v5.0 for 8265. It should have been directly supported.

Secondly, I can reproduce this with current linux 5.3.0-45, linux-firmware 1.183.5, and this cannot be fixed by upgrading to the latest 8265 fw of core47-142 release[1]. Would take some time to investigate more.

The only solution I found to that speed drop was to reconnect to Wi-Fi or turn it off and on again. I'm not a developer and I don't know how to report with more data.

All I know is that running the command lspci:
