The button at the top panel's rightmost side shows logout window. Two buttons for restart and shutdown are not visible in that. So, system shutdown and restart are made by external power button.

I get this when starting the graphical environment from the command prompt with "startx", and I do not have the problem if I start the GUI with "sudo /etc/init.d/gdm start". Are you starting gnome with 'startx' when this happens?
