usb fdisk permission problem

Bug Description

Using gutsy i inserted a usb stick and was able to change the partitions with fdisk as a NON root user.

The user account was created at install time if that makes a difference.

I can't reproduce this bug. Can you please post the steps required to reproduce this bug? Can you check the permissions on your usb device (eg, /dev/sdb)?
