Display corruption after resolution change in Ubuntu 19.04

Bug Description
Going into fullscreen at low resolutions in SDL apps causes random flickering green lines across the screen that persist until reboot. However, the problem does not occur when changing the screen resolution in the desktop environment's display settings.
Discovered on Ubuntu 19.04, running AMD RX 580 GPU with open-source amdgpu driver.
Steps to reproduce:
1. Install DOSBox
2. Run DOSBox with default configuration; fullscreen resolution set to "original" (320x200)
3. Press alt+enter to go into fullscreen mode
4. Press alt+enter again to exit fullscreen.
Bug seems to be unrelated to desktop environment or display manager as it occurred on Kubuntu 19.04 as well as Xubuntu 19.04. Bug also occurred when entering low resolution fullscreen in the SDL Doom sourceport Zandronum. Green flickering persists even after restarting X server.
