[19.04] Input method (keyboard) not respected

Bug Description

I installed 19.04 in a VM using VirtualBox 6.0.6 from the .iso image (Live DVD).

I selected "English" as the language and the input method I selected was "Portuguese (Portugal)" which is my keyboard layout.

I created a password with special characters.

However, when we get to the login screen, the keyboard is automatically the one from the language installation, so the special characters always give a wrong password warning.

After I found a way of matching the special characters with the English keyboard, I get into the desktop and insert a Portuguese input method in the settings and change it in the top right of the window to "pt".

However, in every boot, in the login screen we still have "en" although "pt" appears below it if we click, but I have to change on every boot to "pt" since Ubuntu doesn't remember it.

Basically, this bug report is about the keyboard layout that uses the installation language and not the keyboard we select during installation.

Quick summary (from my POV, after discussing this with Marco in #ubuntu-bugs):

The issue described here is that the keyboard layout chosen during the Ubuntu 19.04 amd64 (default flavour) installer step does not carry to the installed system, where only the US-English keyboard will be available no matter what was set during the installer.

This is not an issue with ordering of available / configured / installed keyboard layouts. The layout chosen during the installation is simply discarded, is not configured on the installed system, the installed system always has the US-English keyboard layout installed exclusively.

This may turn out to be a result of the issue described in bug 1826567 (although some of the initial description here suggests differently).

I just installed Ubuntu 19.04 with UEFI boot, selecting Finnish as both the language and the keyboard layout. The layout happens to be correct for me after installation, ä and ö are working and only Finnish is listed in Input Methods / layouts.

(My only problem is that the installer does no longer offer Finnish keyboard by default if choosing Finnish language, a regression that I'm trying to find a bug for)
