Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.20 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

This happened before upgrade to 18.04- 4.15.0-39-generic #42-Ubuntu SMP Tue Oct 23 15:43:58 UTC 2018 i686 i686 i686 GNU/Linux
is what I have now, I don't think I will test latest upstream kernel, sorry.

Okay, I'm testing 4.19.6-041906-generic #201812010432 SMP Sat Dec 1 09:46:14 UTC 2018 i686 i686 i686 GNU/Linux. Did not go trough compiling manually.

After using 4.19.6 for a day I got disk errors and I was thrown in initramfs - it's not even ready for normal use, not talking about mouse.

Just discovered that NOW ALL THREE OF MY USB PORTS WORK - THEY HAVEN'T WORKED SINCE THE PC CAME WITH WIN7 and LATER THEY SOMEHOW STARTED TO NOT WORK UNDER WIN7, so I installed Ubuntu, it's been like 6 years since TWO USB ports worked - now it seems like mouse works on them aswell. Still testing!!
