Scrolling percentage settings have no effect

Bug Description

The setting "Control the amount the arrow keys scroll" under "Page flip/scrolling options" in the settings have no effect. Pressing the up and down (or left and right) keys always scrolls a full page. I'm using Calibre 3.32.

My mistake. I wasn't in flow mode when scrolling.

You need to switch the viewer to flow mode for that setting to take
effect. In paged mode, scrolling can only be by page.
