apmsleep present but without supporting modules

Bug Description

 running apmsleep give an error:
   $ apmsleep +0:01
   apmsleep: warning: This program must be run as root or have the SUID attribute set
   apmsleep: Your kernel does not support APM.
   apmsleep: Recompile kernel with APM and /dev/rtc support

this is on :
    $ uname -a Linux macbook 2.6.22-14-generic #1 SMP Tue Dec 18 08:02:57 UTC 2007 i686 GNU/Linux
    $ cat /etc/lsb-release
    DISTRIB_ID=Ubuntu
    DISTRIB_RELEASE=7.10
    DISTRIB_CODENAME=gutsy
    DISTRIB_DESCRIPTION="Ubuntu 7.10"

I also have the same error running on the following system:
    $ uname -a
    Linux altay-laptop 2.6.24-19-generic #1 SMP Wed Aug 20 22:56:21 UTC 2008 i686 GNU/Linux
    $ cat /etc/lsb-release
    DISTRIB_ID=Ubuntu
    DISTRIB_RELEASE=8.04
    DISTRIB_CODENAME=hardy
    DISTRIB_DESCRIPTION="Ubuntu 8.04.1"

I've worked around this issue by using rtcwake instead. It can do everything I wanted apmsleep to do, and it works out of the box.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. If you could test the current Ubuntu development version, this would help us a lot. If you can test it, and it is still an issue, we would appreciate if you could upload updated logs by running apport-collect <bug #>, and any other logs that are relevant for this particular issue.

I've confirmed that this is not a problem on a MacBook 1,1 using the kernel Linux Macintel 2.6.31-20-generic
