[18.04] No Bootable Media found after install of Ubuntu Server from USB

Bug Description

ThinkSystem SR630 7X02 - two disk JBOD.
Ubuntu server 18.04 fresh installation from USB.

Major fault - after installation server can not boot - "no bootable media found" (for records CentOS 7 fresh installation is bootable)

Minor note - the disks sda and sdb are shown in reverse order - sdb shown a top of sda.

Same problem here. he disks sda and sdb are shown in reverse order - sdb shown a top of sda.
No bootable device, after restart fresh install from USB.

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.

Changing status to 'Incomplete' pending any comment that this issue affects later supported releases of Ubuntu.
