Ubuntu 18.04 does not allow selecting from more language keyboards than can fit on a computer screen

Bug Description

I installed ALL languages provided by UBUNTU 18.04 Desktop for Developers. This works flawlessly. After that I started adding keyboard layouts for these languages. Initially, I added 6 keyboards for the languages that I often use. I was able to select, switch and use the keyboard layouts for these languages. After that I decided to start testing and writing in ALL languages provided by UBUNTU and started installing keyboards for all the languages that I had installed i.e. for ALL languages provided by UBUNTU. I noticed that I can select and switch from only the first 21 keyboard layouts that could fit on the screen when I click on the languages and keyboards dropdown menu in the top right corner. The bug that I would like to report is that Ubuntu does not allow scrolling and selecting from a list of all the keyboards that are installed. It allows selection from only the top portion of the installed keyboards that can fit on the computer screen. I expect to be able to select and switch keyboard layouts from all keyboard layouts installed e.g. 80+ keyboard layouts.

I think that it is very important to fix this bug because for internationalization projects I would like to be able to select from a larger set of keyboards.

The default keyboard layout that I have is US English.

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.

I'm setting the status of this bug to 'Incomplete' as it's not seen any activity for some time. If this is still an issue when using a currently maintained release of Ubuntu then please let us know which one(s) otherwise this bug report can be left to expire in approximately 60 days time.
