Bug Description

Intel has released a new VAAPI driver here:
  https://github.com/intel/media-driver
under MIT license with portions covered under the BSD 3-clause "New" or "Revised" License.

It's intended as a replacement/alternative to:
  https://launchpad.net/ubuntu/+source/intel-vaapi-driver

Note however the new driver supports fewer CPU generations than intel-vaapi-driver so shouldn't be the default unless automatic fallback works when both drivers are installed.
