Upgrading said my ubuntu was not installed properly

Slow loading and does not give me fill control of some options I should have control over is there a program to check my Ubuntu installation? <email address hidden>

Were you trying to upgrade to Ubuntu 18.04? I notice you have a 64-bit CPU but have the 32-bit Ubuntu 16.04 release installed.

Please try downloading the latest Ubuntu from here:
  https://www.ubuntu.com/download/desktop
and reinstalling from scratch.

If that is not acceptable then please specify in more detail (with photos ideally) what the problem is.
