USB 3.0 HDMI Capture Devices don't work any more

Bug Description

Same problem (Image freezes after a view seconds) with several devices connected to several notebooks / PCs.

Tested Capture Devices:

* Elgato Cam Link- https://www.elgato.com/de/gaming/cam-link
* Magewell USB Capture HDMI Gen 2 - http://www.magewell.com/usb-capture-hdmi
* XCSOURCE HDV-UH 60 - http://www.hdcvt.com/index.php/product/des?id=165

Problem occurs with

* Ubuntu 16.04.4
* Ubuntu 18.04

Earlier versions of Ubuntu don't have this problem. Test where done with a variety of applications: OBS Studio, Cheese and more.

Tested signal is 1920x1080, 50p from a "Sony CX405 Handycam".

The whole hardware setup is used regularly. So there is no problem with cables or the camera.

I can't locate source of the problem. All I know is it is related to the
two Ubuntu versions, mentioned in the report and something they have in
common. I hope very much someone can find the time to at least look into it
and can confirm the problem.

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.
Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29, 2021.

I'm setting the status of this bug to 'Incomplete' as it's not seen any activity for some time. If this is still an issue when using a currently maintained release of Ubuntu then please let us know which one(s) otherwise this bug report can be left to expire in approximately 60 days time.
