bionic install uses 3.26 gnome snaps instead of 3.28 packages

Bug Description

The current bionic installer is incorrectly installing snap versions of gnome-calculator, gnome-characters and gnome-system-monitor from the Gnome 3.26 release rather than the newer 3.28 normal deb packages present in the bionic repo.

gnome 3.26 and 3.28 snaps installed in ubuntu 19.04 on gnome 3.32

I do not have any actual functional issues with these snap applications (aside from the 'sudo' behavior under Wayland. Is this possibly intentional with these snap applications, to avoid compatibility issues?
