[needs-packaging] Project Pier

Project Pier is a fork of ActiveCollab after it's licensing turned commercial.

Project Pier now the only open-source (HPL), online project management tool available.

It looks as though someone has already tried packaging it for Ubuntu and has created a Launchpad project for it: https://launchpad.net/project-pier

I'm looking to get this included in the Hardy repositories for server installation.
