After upgrading from 17.04 to 17.10 all shortcut combinations do not work

Bug Description
After upgrading from 17.04 to 17.10 all shortcut combinations do not work. And when they do it is very rare (Something like every 4 or 5 reboots and only one or two times before they stop working). The current combinations I always setup are:
Terminal - Menu button (Between the Right ALT and Right CTRL Key)
Volume Up - CTRL + Plus Symbol on Right Numeric Keypad
Volume Down - CTRL + Minus Symbol on Right Numeric Keypad
Volume Play/Pause - CTRL + Multiplication Symbol on Right Numeric Keypad
Volume Mute - CTRL + Division Symbol on Right Numeric Keypad

All of this simply stopped working.

This isn't a bug with ubuntu- release- upgrader which performs the release upgrade, rather with the system after upgrading. Subsequently, I'm removing the package assignment. You'll want to report the bug about the desktop environment, gnome or unity, that you are using.
