Brightness increased when unplugged, decreased when plugged in

Bug Description

I'm running Ubuntu Gutsy Gibbon 32bits on a Packard Bell Easynote laptop. Despite the fact that I have set display brightness to 100% on both AC power and battery power using gnome-power-preferences, the brightness of the screen is decreased when I plug the laptop in, and increased when I unplug the laptop. The brightness applet/panel has no effect at all. This is the case roughly half of the times I boot Ubuntu.
