Bug Description
We have had discussions with the release team to offer both the GA and latest HWE Kernel in the server images starting with 16.04.2. Given that 16.04.2 is ~8 weeks away on Jan 19 according to the Xenial Release Schedule, I wanted to make sure this is still on the radar to be implemented.

I would note we also discussed that we would default to the GA Kernel, but offer the HWE Kernel as optional.
