Speed issues in Ubuntu Hoary (ssh and interface)

Bug Description

I've been going back and forth between Debian and Ubuntu (Hoary), and have
noticed a severe slowdown in Ubuntu compared with Debian (sid and sarge). The
Gnome environment is more sluggish, but most importantly, when doing sftp file
transfers over a LAN, Ubuntu only gets about 600kb/s whereas Debian gets
2000kb/s! My tests were done on the same machine, a Dell Latitude C810 with
512mb memory, an Nvidia Geforce2Go video chip (using the latest Nvidia drivers
7174), and using the 3com network connector in the docking station. I've been
able to consistently recreate these results. What's going on?

Try different (simpler) test cases and try to isolate the problem.

For example,
to check whether it's an issue with passing network traffic, try wget or nc.

It appears to be a problem with FileZilla. Using a different sftp client, the
speeds appear to be solid.
