Battery time decreased after fresh install of 16.04

Bug Description

my laptop's battery time decreased since I've installed 16.04. When I used 14.04 it worked about 4h, now it's max 2h (still 4 on Win 10). I tried powertop and tlp but it didn't help. My laptop is Dell 3543 with Nvidia GF820 and i5 5200.

It also suffers from heavy disk i/o, even while idle.
